The Demise of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-article proposal for ending the war appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of contrasting events captured the grim essence of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are delivered from multiple capitals. Considerable effort is expended on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the primary tool for achieving "settlement".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capability afforded by up-to-date information. From observation points, defense planes that had been dispatched to counter approaching guided weapons flew past – advanced fighter aircraft supplied to Ukraine by NATO members.

Shortly after, Kyiv's missile defense thundered: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, presumably provided by allied countries. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly becomes sober acceptance: possibly the approaching threat won't strike its target this time, sparing the city from catastrophe and further power outages.

Persistent Threats

Soon after, a heavy machine gun engaged a drone somewhere nearby, part of a rapid response unit – most likely imported technology. Sadly, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.

Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and infrastructure problems in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on Western support – a need that neighboring countries are evidently unprepared to substitute in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from Washington provoked deep reactions, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new initiative from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually win the battle. This pattern will, undoubtedly, continue.

Political Considerations

It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a assumption well known to international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is unrealistic to pressure the Kremlin to relinquish the territory that it presently holds in Ukraine's south or east.

The issue is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the status quo will not evolve additionally in its benefit in the months ahead.

Opposing Positions

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding lives and land but avoiding a entire defensive failure until situations evolve in its advantage.

Existing Situation

Factually, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their mission will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a mere seven days to kill the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, latest revelations, all did their job.

While new plans based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they remain united and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require ongoing international assistance.
